| The city of Zhoushan is a newly prosperous one with features of island, port and travel, situated in the middle section of the coastline in China, which is also the centre of "Zhoushan Fishing Ground", one of the four greatest fishing grounds in the world. The whole city consists of 1,390 islands of various sizes, occupying 22,200 square kilometers with a population of 980,000 people. In 1988, it was listed as the coastal economic opening area, which is one of the pioneering cities in the Changjiang Delta area.Zhoushan is in possession of three advantages of fishing, port and travel. It's the biggest base of producing, processing and selling aquatic products, therefore having been known as "the Fishing Capital of China".There is a national road and two provincial roads in the territory of Zhoushan city, which are the main lines of communication on the main island of Zhoushan. The line between Yadanshan and Baifeng is the most significant port connecting the island to the main land, which is also the only water passage of National Road 329. The present ferry capacity is far away from the present needs, hence leading to hold-up in port. Due to ship's slow speed and prolonged transport time, there exists an evident contrast with the situations after the highway between Ningbo and Hangzhou being built. Besides, the sea transportation is often affected by Typhoon and heavy weather, which cannot ensure all-weather safe navigation. The Ro-Ro ferry-place is restricted by the conditions of wharf and tonnage. All these factors have a direct influence on the development of Zhoushan economy.In 1997, in order to improve the communication situations, the municipal government put forward a tentative plan called Peninsula Project, which is to build a cross-sea bridge between Zhoushan and Ningbo with a total length of 50 kilometre, including 5 bridges, which are Cengang Bridge, Xiangjiaomen Bridge, Taoyaomen Bridge, Xihoumen Bridge and Jintang Bridge. The project is designed at the expressway standard. The bridge has the same width of 22.5 meters as the roadbed with two-way four lanes. The project is estimated to be invested 8.4 billion yuan RMB. The whole project is planned to be completed in 2007. The first-period project of three bridges(i.e. Cengang Bridge, Xiangjiaomen Bridge, Taoyaomen Bridge) which has already been under construction as well as the connecting work was completed in April 2003. The second-period project is to build two bridges(Xihoumen Bridge and Jintang Bridge) connecting Cezi Island to Ningbo, the pile driving work of which succeeded in May 2005. It is expected to be finished in 2007. The Practicable Research Report of Xihoumen Bridge was passed its on-the-spot assessment in June 2004. It is expected that the split-flow traffic will have an impact on the Strait Ro-Ro ferry.This paper focuses on how the Peninsula Project affects the Strait Ro-Ro ferry. Firstly, it analyzes and predicts the situations and expectations of Zhoushan economy, especially the transportation. Secondly, it predicts the communication amount of the future year with the aid of communication amount needs analysis model. Lastly, it concludes the impact of the Peninsula Project on Zhoushan Strait Ro-Ro ferry according to the analysis results and puts forward some strategies. |
