With the rapid developing of economic globalization, trade liberalization and the height of modern science and technology, international transportation, especially shipping industry has undergone tremendous changes. Along with the development of maritime economy, the number of ships passing through Malacca Strait jumps significantly with notable trend of upsizing. The more ships, the high ship density, which lead to a rapidly increasing of traffic risk and the number of maritime traffic accidents.Navigation safety and efficiency of marine traffic engineering is the two main themes. All the time, experts and scholars dedicate to study on navigation safety, while not enough in the efficiency of navigation.Recent years, with the development of transportation industry, some waters is becoming more and more crowded. On the basis of ensuring safety navigation to a certain level, how to effectively improve the efficiency of vessel traffic has become an important issue in front of many scholars.The Malacca and Singapore Straits have complex waters, traffic-intensive and complex features of the ship traffic which give rise to many accidents here, so it is necessary to study the navigation environment in order to generally reduce the potential risk while navigating. This paper make some researches in the following aspects:Firstly, discusses the characteristics of water in Malacca and Singapore Straits, analyze the navigation environment factors and then select the main navigation environmental factors. Secondly, use the method of analytic hierarchy process (AHP) to obtain the weighing on the risk of every navigation environmental factor.establish the Fuzzy evaluation model for the Malacca and Singapore Straits, use mathematical method of fuzzy comprehensive evaluation to evaluate navigation safety of Malacca and Singapore Straits, and then determine the safe class for the navigation environment of Malacca and Singapore Straits. Finally, on the basis of the research above, this paper can provide the basis for captain and shipping company to make decisions, have some reference value for drawing up navigation plans and is conducive to improve the safety of navigation and reduce traffic accidents in Malacca and Singapore Straits.
