Traditional power generation and supply mode of power system has its disadvantages at least in following two aspects: one is comsuming huge amounts of unrenewable resources, such as coal and natural gas, which has polluted the air and water, the other is transmission line and transformer substation occupying much ground and capital, and a waste of energy sources due to power line loss and the electricity used within power plant. In addition, the fuel becomes scarce, and at the same time people pay more and more attention to surrounding environments, thus the traditional power system mode is reconsidered and thereby the Distribution Generation (DG) is put forward. However, DG may bring flicker problem in distribution network. This paper just focuses on this problem. This paper first introduces the basic concept of DG and flickers, and the significance of applying DG in our country is also discussed. Then the paper presents a flicker meter based on IEC-standard and a net-connected controller, which are designed and implemented through software simulation in this paper. An electromagnetic transient model based on Matlab/Simulink is employed to analyze the flicker in a small distribution generation system. A controller model based on PSS/E is used to simulate the voltage flicker in a real distribution network with DG. The results of simulation indicate the flicker caused by DG exists. But by operating in appropriate mode and equipping with appropriate controller, the flicker could be slight. At last, the paper makes a brief discussion about DG management base on load management system.
