Water resource shortage will be one of the largest difficulties which the human must face in the 21st century, as to China, water resource is severely short. Because there exist regional water asymmetries, water resource management problems and water irrigation contaminations, our water resource formed the state: water is rich, however, water that can be used is short. Furthermore, water is dirty and muddy. The water ecosystem is unbalanced. Therefore, the sustained exploration stratagems on water resource are in an extremely important position.Shandong Province is one of the areas that are severely short of water in the north China. The average amount of water resources per person is less than 1/6 of the whole country. Thus it is an area belonging to severely shortage of water. Saving water becomes a primary task in agriculture irrigation. In this paper, we take the Transfer Yellow River Irrigation Area as an example, which is the Shandong Province Agriculture Irrigation Enhancement Project (the second phase) (shortened IAIL(II)) from the World Bank's loans, six parts will be discussed. Finally, the feasible mode of saving water and reconstruct project in the whole Transfer Yellow River Irrigation Are through the constructive cases, analysis of systems and efficiencies these irrigation areas.In this paper, the project design of typical project areas, the supply-demand balance between Transfer Yellow Irrigation Area and project area, the water amount of Yellow River before and after the project, the underground water amount, and the change of local surface water were analyzed by all kinds of methods, for instance, standing for all based on points, the combination of points and all, experiments and investigation of project area. A model of combined usage of Yellow River water and underground water was constructed.
