Water is irreplaceable basic natural resources for human existence and maintaining the ecological balance, as well as the strategic economic resource. In Inner Mongolia, the Water consumption is out of limits every year since the implementation of water regulation by Yellow River Committee. The rapid growth electricity and coal chemical industry in Ordos has been greatly restricted due to the shortage of water resources. In order to solve this problem, the Government of Inner Mongolia implement water property transfer projects to the south bank of irrigation area of Ordos.This paper intends to fulfill the Optimal allocation of Yellow River water resources by water property transfer projects from the perspective of property rights theory, new institutional economics, game theory, management, and asset assessment, and based on the initial water property of the south bank of irrigation area in Inner Mongolia. That is to realize the non-gratuitous transfer by the investment of enterprises (water needed side) to the irrigation area along the Yellow River, so as to meet the rapidly developing industrial water requirements along the Yellow River and to resolve the contradiction between supply and demand of water resources in this area. This article is a case study of the first phase of water property transfer projects to the south bank of irrigation area of Inner Mongolia. It is on the basis of the actual situation of water resources development in Ordos, to analyse the water conservation effects of the south bank of irrigation area, and then to study the overall efficiency of the water property transfer projects. The results show that the first water property transfer project actually measured water savings of153million cubic meters, more than130million cubic meters of the water-converting and141million cubic meters of the research water-saving; saved benefits of195.84million yuan in economic benefits.
