With the rapid development of our transportation, high standard highway come into mountains gradually, steep slope road will appear inevitably. The horizontal and vertical load act synthetically on the asphalt mixture pavement on steep slope road section, so the asphalt mixture will appear shear breakage easily. And also, the speed of vehicles on the upgrade section is very slow. This makes more rutting because of longer time of the stress on the pavement. And also, the rutting can be taken as the result of the asphalt mixture's plastic flow. So it requires adding the shear resistant test while mix designing. But it is difficult to popularize the traditional triaxial test. We introduce advanced design ideas and invent Multifunctional Road Material Penetration Strength Apparatus in this research. The shear strength is carried though the uniaxial penetration test on the apparatus, Combined with the uniaxial pressure test method, calculating the cohesion and inner angular of asphalt.Suspended dense structure asphalt mixture is designed and checked its properties with the wheel rutting test. The optimum mixture is selected to do the uniaxial penetration test and uniaxial pressure test. The essential elements of mixture design comprise the formation of an interlocking stone skeleton that provides high resistance to deformation and the filling of the skeleton voids with a rich bituminous mortar to provide high durability.
