The working principle, hardware and software design,hardware anti-jamming technology, debugging process of the hardware electronic theodolite photoelectronic signal processing system are presented in detail in this thesis.According to the theodolite's design requirement, a new project was used and some research of the feasibility has been done.Then this system was designed in a new way and finally the hardware was finished in a 6 layer PCB board.In this new system, the questions such as the process can't be download to SCM and FPGA and the download's circuit is very intricate and the key-press can't be used correctly have been solved.At last, debugging and emulator were introduced in the thesis.It has been proved in the result that this system can fulfil the request of theodolite's hardware.
