There exists petroleum resources shortage in China's energy structure. Our country heavily dependents on oil imports annually, costing billions of dollars. Therefore, oil has become an important strategic material which influences China' energy and economic security. Fuel oil conservation and substitutions have become an important measure which ensures our country's energy and economic security. For the power plant, oil is mainly used in ignition and stable combustion at low loads. Therefore, the development of new oil-free burners with high efficiency, clean and low investments is one of the most practical and efficient ways for coal-fired power plants. Currently, plasma ignition burner is widely used in power plant. This kind of burner makes use of high-temperature plasma as a source of ignition. A local high temperature area where temperature is more than 5000K is formed at the center of combustion tubes. For the existing of the high temperature in the plasma kernel, volatile was rapidly released from coal particles, at the same time, coal particles were broken up and combusted quickly. So boilers were realized non-oil ignition and stable combustion at low loads.Based on the low oil ignition and low combustion technology, the ring shutter shading devices was proposed in the paper. Through numerical simulation and experimental tests, the plasma ignition burner with the ring shutter shading devices was studied.First the mathematical models of plasma ignition burner were proposed. Numerical simulations software Fluent was used in numerical study of the ring shutter shading devices. The influence of the different air velocity, coal density and other conditions on the resistance loss, rich and lean primary air flow ration and the rate of coal concentrated rate in the ring shutter shading devices were also studied in the paper. Additionally, according to the simulation results, ignition tests were done at experimental test bed in order to get the best ignition conditions.
