With the awareness of the serious situation of the oil spill accidents at sea, many countries attach more and more importance on the research work of the contingency management for dealing with those accidents. Recently, the digital technology of the oil spill contingency management is gradually becoming the focus of all the research work. But we find it that most of the related researches focus on the simulation of the diffusion tendency of the spilled oil, but lack the integrated research on the contingency plan and the resource allocation and transport. So we decided to develop a piece of software named OSDSS that is aided by the NSFC, in order to improve the decision-making level when dealing with the oil spill accidents. The system developed in this dissertation is a subsystem of the OSDSS.As to the technical line, the dissertation applies the method of system engineering with the guidance of the thought of system theory, integrates the multidisciplinary knowledge, such as the operational research, GIS, graphics, component technology, etc., then develops the system of contingency recourse allocate and transport for dealing with the oil spilling accidents at sea.In this dissertation, the author tries to do the following work based on the existing returns:(1) Reviewing the researches on the resource allocation and transport, and pointing out the developing direction of the resource allocation and transport; analyzing the applying issue of the GIS in the field of contingency resource allocation and transport in order to provide the theory foundation and the train of thoughts of the system design.(2)Based on the characters of the contingency recourse allocation and transport, the dissertation constructs two models for the contingency recourse allocation based on the goal of "the least contingency time" and the goal of "the...
