| The Vessel Traffic Service(VTS)system is capable to enhance the risk management of traffic safety on waterway,the capacity of marine emergency rescue and safety on ship navigation,while provides sound traffic environment for in-and-out port ships.The schedule management of VTS system is faced with multiple challenges,including its wide range of construction sites,tight schedule,harsh external construction environment,bring about schedule fallen behind.Whether the VTS system can be completed on time is directly related to the marine traffic safety management of in-and-out port waterway and ships in nearby waters.As the competent authority for the construction and use of the VTS system,the Maritime Safety Administration attaches great importance to schedule management.The project schedule has become the core issue of the VTS system management,and therefore it’s vital to make research on the topic.As an important method of schedule management,WBS is highly recognized by all professions for its importance and practicability,and theoretically,can solve the problems lying in VTS schedule management effectively.From the perspective of project schedule management,this paper analyzes characters of VTS system and problems in schedule management,and applies WBS into practice,which is based on a real case called the expansion of Fuzhou VTS system.WBS is proven to have the ability to effectively enhance the level of VTS system schedule planning and control,ensuring the project completed on time and being useful for other similar projects.Based on the empirical analysis of WBS in expansion of Fuzhou VTS system’s schedule management,develop a set of WBS work structure decomposition methods suitable for the schedule management of VTS system,divide and formulate reasonable work packages suitable for the construction and implementation of VTS system management,and analyze relevant safeguard measures for the schedule management of VTS system,which can effectively guide the high project completed with high efficiency and improve the schedule management,and provides optimized solutions for VTS system schedule management.The paper has reference value to similar project,like transportation projects,communication base station projects and new and old system integration projects. |
