The household heat metering system not only enhances the consciousness for the heating consumers to save energy, but also provides them the technical measures to save energy, it makes the centralized heat supply system a great advancement towards individuation and humanism. The energy-saving efficiency of the household heat metering system has close relationship with the system design. But at the present time, many of the parameters and methods in the system design still follow those in the traditional heating system design. On account of this, the paper makes detailed study on the following aspects: the parameters used in the heat load calculation, the measures to amend the heat load, the calculation of the heat load by cold air infiltration, the effect of night radiation to high building, the calculation of the heat transfer across the partition walls between residential units, the choice of system forms, the means of hydraulic calculation, the methods of equipment selection, and so on.The calculation of the heat load is the fist step of the system design and ascertaining the corresponding parameters is the first step of the heat load calculation. Synthetically considering the thermal comfort, working efficiency, health standard, architecture energy saving, and the characteristics of radiator, the paper puts forward that the designed out-door temperature should be reduced from the originally unassured 5 days of annual daily average temperature to 1 day. Although the original investment of heating system slightly increase, the indoor thermal comfort in the winter can be ensured further. According to the people's life and dress custom in the north heating area, and the analyses to comfort condition's in sitting-room and bedroom of a representative house type in the practical project, the paper puts forward a recommending designed indoor temperature in the heating rooms of the varying houses by solving the thermal comfort equation. As to the correction factor for orientation of the heat load, owing to the use of temperature controlling valve, the factor has lost its existing basis, so it shouldn't be used anymore.By analyzing the airtight performance of new-built houses, the paper realize that the central mechanical ventilation has to be used to meet the requirement of the correlative sanitation standard because natural ventilation can't provide enough fresh air to the system. So, the author suggest that the heat load by infiltration should be replaced by the air renewal heating consume in the heat load calculating and a corresponding air changes rate is recommended.
