With the development of power industry, protective relay has become an absolutely necessary component of power system and played an important role to maintain the operation of power system. The reliability of protective relay is not only related to principle, configuration and quality of its equipments, etc, but also depends on the design, installation, commission, setting and operation condition. Expect the above issues, the operators technology background and experience also impact the reliable action of the protective relay system. Therefore, strengthening the technique training on staff engaging in protective relay and improving the operation and manage level are benefit to improve the security, stability, reliability and economy of the power system.The development of the multimedia technique promote the comprehensive application of the Computer Assisted Instruction (CAI). Utilizing advanced computer technology to reinforce the protective relay mode and supplying more feasible, intuitionistic and friendly training platform are very important. And it is practically significant for training the operators to master equipment principle, increase equipment correct action ratio and guarantee equipment secure operation.This paper based on the research scheme cooperated with NARI-RELAYS Electric CO. LTD develop the multimedia training software of the CS-900 series bus-bar protection. This software combines the computer multimedia technique and the protective relay training course. It includes NARI-RELAYS introduction, production specification, training materials, debugging guideline, protective relaying theory, and protective relay operation demo. In this paper the design and develop progress, the software functional configuration and the realization method are depicted in details. This training system can improve training efficiency and achievement because of its novelty, flexibility, convenience and friendly interface.In this paper we use the Flash software as the platform, involve variety of text, figure, image, audio and video material and design reasonable cartoon demo, in order to clearly describe the equipment action principle and the debugging schedule. The style is good for the learner to understand the relative knowledge, to evoke the interest and improve the teaching efficiency, and add the art characteristic, especially for the abstract training matter. Flash MX 2004 version needs smaller space and has good interface and beautiful visual appearance, so it is suitable to realize the interface and internet function of the training software. Flash MX 2004 version supports a number of file format, furthermore, it can transfer the files into html format automatically or generate independent executable(exe.) files. For these reasons, Flash MX 2004 version is widely used for developing multimedia training software to enhance the demo effect.
