Along with the production development of Panzhihua Iron and Steel Company,the power network of Panzhihua Iron and Steel Co. has gradually developed to be a local power system in an integral sense, combining generation, translation, transformation, distribution and consumption of electric power. Now the capacity of the power system of Panzhihua Iron and Steel Co. is greater than 400MW with an average consumption greater than 350MW. The continue development of the power network requires a higher automatic level. Introducing new technique and constructing an automation system with advanced technique and practical function are not only vital important for improving level of production schedule and electric dispatching, but also can provide an important platform for improving management level of energy-saving in Panzhihua Iron and Steel Co..The power network automation system of Panzhihua Iron and Steel Co. has evolved from the original microcomputer telecontrol system in the end of 1980s to a scale of 30 substation automation systems and 3 electric power dispatching automation systems by now. The automation of the power system of the company has attained a new level with the most advanced new techniques such as data collection/translation, database, middleware and data processing applied in the newly-built or newly-modified automation system of the power system. There still remain many problems needing urgent solution, such as low working efficiency and low information utilizing efficiency, due to large differences between construction times of various systems, lack of unit and scientific planning, low overall application level, wasting of information resources, difficulty of sharing information.In this paper, the weaknesses of the station/substation automation, data communication, electric schedule automation of the power system of Panzhihua Iron and Steel Co. are studied. Then, different solutions are proposed by using various new techniques such as computer hardware, communication, network, database, object-oriented technique, internet and software standardized technique, and so on. The models of the energy management system are designed after anlysis of the power application software, thus a solution for optimizing automation information resources of the power network automation systems is provided. In the last, the automation standards and plans of the mid and long term standards model are designed according to related international standards.
