Firstly, the author shows the developing course and achievement of the construction project in our country, and the gap of management level with other countries in the world, and the problems exist in our country's construction project management.And then the author suggests that we ought to draw close to international common practice from aspect such as control of production cost , rate of progress administration , quality control , safety administration , quoted price administration, and that we should reform the system of project management and innovate the mechanism unceasingly to shorten the gap with the developed country in the world.Part II presents the concept about bids, and has analyzed various quoted price strategy in the process of project bidding.Part III introduces the quality control of the highway road surface project construction. To be invincible in the competition, the highway construction enterprises need the better project quality control. The thesis has analyzed the factors affecting the quality of the highway road surface project, and considered that project quality dynamic control should take controlling in advance as the premise, and that the process control combines under the control of each other being the main body, and that the afterwards control being the guarantee, and emphasized the combination of passive and active control.
