This paper discussed a passive device which can eliminate the hazard of the static electricity in the tank car. The passive device adopts creative method to eliminate the hazard of the static electricity rather than several traditional ways to eliminate the hazard of the static electricity. The essence of design is the design of an electronic circuit to gather a large number of charges from the oil steam of the closed tank car and transport the charges to the neutral security region, then eliminates the static electricity by transforming the electrical energy into heat energy by an elimination circuit.In this paper, the present status of the elimination of the static electricity both here and abroad and the development trend of the device are first introduced. Then this paper in-depth comparative analyzed different features and functions of several devices for static electricity elimination. Furthermore, we detailed indicated the principle of the static electricity in the tank car, the accumulation of static electricity in the tank car and the factors of Liquid Charged. This paper also In-depth discussed the charged tank car, discharged tank car, the ignition of tank car, and evaluate the performance of static electricity and the standard of the safety during racking, transportation and loading or unloading of the light oil. Subsequently author combined the principle of the static electricity in the tank car and tank car Charged physical model, thus presented a new thinking of a device for static electricity elimination, made the mathematical model of the equivalent circuit of the passive device. Based on the mathematical model of the design parameters and the basic working principle of the device, the paper indicated the preliminary main circuit of the passive device for static electricity elimination. This passive device has many advantages upon other device for static electricity elimination. It uses the Elimination and absorption circuit without power to eliminate and absorb the entrance voltage of the tank car, and transform it into heat energy. The introduction of this device will not affect the electrostatic field of the tank car, but more safe and efficient. The successful development of this device will have a significant impact on the electrostatic control areas of China's oil transport industry and it also has important economic significance and major social significance.
