The most important character of Emergency Response Plan is pertinence and availability, so the research of emergency response plan should have specified object and available resource, which is to recognize the important and common accident and its nature, region, distribution and consequence on the basis of knowing and evaluating the specified character of accident in all round way. Meanwhile, analyze the emergency rescue force and resource according to the result of danger analysis, and make constructive proposal for the required emergency resource and constituting emergency response procedure.This paper analyzes the object of Shanghai MSA marine accident and response ability by analyzing accident, predicting accident and analyzing current situation on the basis of the current situation of Shanghai marine accident. Take Wujin MSA as an example, research and constitute "Emergency response system of Shanghai Wujin MSA". Evaluate the system by establishing mathematical model with Fuzzy Comprehensive Evaluation. The following tasks are done in this paper:1. Research the current situation of marine accident emergency response system at home and abroad. Analyze the gap between our country and developed countries. Put forward the purpose and meaning of this paper.2. Bring forward the procedure and content of analyzing marine accident emergency plan: accident analysis, accident prediction and constitute the plan. Research the analysis methods, prediction methods in the paper to know the reason, nature of marine accident and developing tendency of accident in specified regions, which is taken as the basis of constituting emergency plan.3. Analyze the existing problem in marine emergency plan of MSA from the aspects of nature, target, effect, procedure and time of emergency response. Conclude the facts which result in the fail of emergency response: facts affecting plan, facts of irregular operation, facts of person quality, facts of insufficient financial guaranty and backwardness of equipment, facts of insufficient resource guaranty, etc.4. Take Wujin MSA as an example, establish emergency plan with good pertinence and availability by analyzing marine accident, nature condition and emergency response resource in the region of Wujin MSA by the means of research of marine accident emergency response. Evaluate the emergency response system in a scientific and rational way by establishing Fuzzy Comprehensive Model.
