Marine emergencies usually will endanger personnel's property and life safety, damage the environment and disrupt public order, cause serious social harm, which mainly covers the following: ships and all kinds of facilities in the water explosion, ship collision, sinking, or grounding, fire disasters such as; Harmful chemicals or oil leakage; A civil aircraft in danger in the water, etc. Due to it often happened suddenly, caused or might cause serious damage to the event, it belongs to the category of public safety. And emergency management is an important role in marine safety of navigation; maritime sector maintenance also concerns the important indicators of the government crisis management ability.For a long time, Guangzhou as a political, economic and cultural center of China southern area, adjacent to Hong Kong and Macao, with free trade area Nansha port. Cargo throughput is among the world top 10, and is listed as “area” in our country water hub of the Silk Road. At the same time, the Guangzhou shipping economy as much starker choices-and graver consequences-in planning will be development, actively implement the Nansha forth harbor, cruise home port, such as a number of key projects, efforts to promote the international shipping center construction of city. With the rapid development of the shipping economy, more and more water security problems gradually come into the public eye, how to effectively deal with emergency water becomes government department's focus.In recent years, Guangzhou port through the realignment of navigable waterways, introducing advanced supervision, searching and rescuing equipment and the measures of improving the maritime enforcement officials' quality, increases marine emergency ability of maritime emergency disposal. In Guangzhou port, however, there is a emergency response plans are unsound, rescue team construction lagging, sudden emergency information system has not been established, the news public opinion propaganda is not enough, it seriously restricted the Guangzhou port into an international first-class aquatic shipping center construction. To comprehensive analysis of Guangzhou port, this paper, the reading of vast amount of literature, collection, together with the present situation of Guangzhou maritime emergency management, make full use of public management, emergency management and transportation emergency management theory, in the maritime sector of Guangzhou port marine emergencies emergency management analysis of existing problems, research utilizing marine emergency management requirements in the Guangzhou maritime emergency management, put forward the perfect contingency plans, to enhance the team construction, establish emergency information system, the improvement and the measures for the emergency disposal, marine emergency management for the future reform and government decision-making to provide the reference. This article is divided into four chapters.
