As the economy grows rapidly with our reform and openness, great progress has been made in communications. In the past ten years, the number of vehicles has doubled and redoubled. The highway traffic mileage has been continuously extending, but it still far from enough. Traffic jams, accidents, together with the worsening situation of road safety cause heavy casualties and property losses. The problem of road safety has become a bottleneck in the development of the communications industry. Road safety evaluation plays a very important part in the study of road safety, as it analyzes the status of road safety according to the present operation and the past statistics, evaluates safety levels, so as to find the low-safety-level roads and take some safe measures correspondingly. It is of great significance in improving the road safety, and reducing traffic accidents, therefore, valued by every country in the world.The article analyzes the situation of the road safety in our country, finds out the factors, mainly pedestrians, vehicles and roads, which influence the road safety. The author classifies them into several indicators, on which a three-level evaluation system is based.The paper also adopts the theories of analytic hierarchy process, fuzzy assessment to evaluate the weight of different indicators in the system, builds up evaluation data base. Besides, it makes use of mathematic model method to form road safety evaluation models and analyzes them. A survey is made by the author, which collects the operation data of Ninghang Expressway in Jiangsu Province, conducts an empirical study of the index system and evaluation model, identifies the level of the road safety, and comes up with some measures to improve the road safety against accidents.
