With rapid socio-economic development and the accelerated process of urbanization, the use of Urban Rainwater resources will play an irreplaceable role in the 21st century, it is imperative to use water resources. China is in the high development period of urbanization and industrialization. Urban rainwater utilization theory and technological research and the application in the planning of urban water environment have far-reaching historical and practical significance.The basic principles of the use of city water resources is that on the basis of cities can use comprehensive evaluation of water resources, under the premise of the biggest benefits considered technically feasible, economic, social and ecological environment, formulate corresponding policies and regulations, to take measures as far as possible, efficient use of rainwater resources, increase the city can use water resources, ease the conflict between supply and demand of water resources in cities, control rainwater effectively, minimize the burden Urban Flood Control and Drainage, reduce the losses of urban rainwater disaster.The article calculates basin rainfall runoff coefficient according to the Town of Basin measured rainfall runoff information, Analysis of urban water resources and potential can be realized on the analysis and calculation Zouping City to evaluate the potential of rainwater resources through the use of rainwater of city water resources and proposed water system of air-ground coordination rainwater and the mode of utilization of water resources development.In this paper, on the basis of the concept of rainwater resources, Construct the model and evaluation system of urban water resources and the comprehensive efficiency; at the same time evaluate environmental risks of the use of rainwater resources, taking Zouping County as an example the results showed that making full use of floods and rain not only has environmental and ecological and social benefits but also enormous direct and indirect economic benefits.
