So, the rainwater and flood resources can be used as an effective way to the problem of water shortage. On the basis of ensuring the safety of flood control, the research on the development and utilization of rainwater and flood resources is accelerated, and the improvement of water resources and ecological environment are promoted.This thesis summarized the current situation of rain and flood resource utilization research background and rain at home and abroad and flood resources utilization, According to the actual situation of the local water resources in Zibo, the comprehensive utilization of rainwater and flood resources was established.Then combined with the Zibo local actual situation of water resources make the rain and flood resources of comprehensive utilization measures. At first, the basic situation of Zibo city is summarized, including topography, hydrology and meteorology, river system and water resources. Then through access to information, site survey and other ways to understand the status of water resources development and utilization in Zibo and evaluation system, summed up the problems of water resources utilization.
