The region generation expansion optimization is an important part of the strategic development planning in all power system. The core issue is to determine when, where, which type and how much capacity of the new plant to be built, satisfying the load growth and other kinds of constrains condition during the planning period. The cost of the best building scheme should be least.The generation expansion optimization is high dimension, nun-linear, randomness problems. The convention algorithm hardly finds the best solution. The generation expansion optimization involves many specific issues, such as load forecasting, plant types, size of installed capacity, site selection, and so on. This paper mainly discusses the model of power optimization and the solution. After the in-depth analysis of the main issue which the optimization process to be resolved, the paper proposes the region generation expansion optimization mathematical model on the basis of a dynamic economic evaluation, the model considered the cost of investment time value, and easily take the variety of restrictive conditions into account during the optimization process. The paper uses immune algorithm to solve the problem, and in the process improves the algorithm's steps. Using antibody to response to the question's feasible answer, and the antigen correspond to the object function and constraints. The antibody is expressed by subsection coding, and adopt the concept of average information entropy to evaluate the rating of similarity between antibodies. The memory unit mechanism is proposed to strengthen the local search ability of the algorithm and its calculation speed has been improved. By calculating the concentrations of antibodies and expectations of reproduction rate to promote and inhibit the formation of a new generation of antibodies. These operations greatly improved the efficiency of the algorithm for optimization.The paper integrates with analysis of the generation expansion optimization problem of a certain area in central china power grid using the algorithm and model presented in the paper. With the situation of actual power grid, the paper gives two different power-building programs which can satisfy the load growth and other restrictive conditions based on different forecasting load levels. The programs have certain reference value to the power-building of this region. The result also proves that the model and algorithm proposed by this paper have validity and application in the project.
