Research On The Optimization Of Integrated Management Of Water Affairs In Guizhou Province

Guizhou is an inland province located in southwestern mountainous area in our nation with a less developed economy,vulnerable financial status and severe natural ecology.The annual precipitation is 1179 millimeters,the overall water resources supply and utilization of the province in year 2018 was 10.679 billion cubic meters.The water resources utilization rate counted by water supply and utilization is 10.2%,which is less than half of 21.4%,the average water resources utilization rate of the whole nation,indicating a relatively lower utilization level of water resources.Since the unification of water resources management from 2005 in Guizhou,after decades of continuously exploring and reforming,an unified water resources management system in Guizhou has been gradually achieved,which focusing on unification of 4aspects: water resources management and administration,water supply and sewerage of urban and country,investment and financing,water-pricing.However,with the blooming of the economy of Guizhou in recent years,the conflict between the development of the economy,the requirement of water resources from people and the current unification of water resources management system are aggravating,hence the need for an optimization is pressing.This paper takes the integrated management of water affairs in Guizhou Province as the research object,uses the rich theory and practical experience of water affairs management at home and abroad,finds out the crux and difficulties of implementing the integrated management of water affairs in Guizhou,and puts forward some countermeasures and suggestions to further optimize the integrated management of water affairs in Guizhou Province,which has strong theoretical value and practical significance.The paper is divided into x parts.The first part mainly introduces the overall idea of the paper,that is,the background and significance of the research,the research methods used and the research status at home and abroad.The second part mainly introduces the concept of the main research object and the research theory.This paper focuses on defining the core concepts of water management and integrated water management,and expounds the seamless government theory and holistic governance theory.The third part elaborates the current situation of Guizhou water integration management from four aspects: water administration system integration,urban and rural water supply and drainage integration,investment and financing integration,and water price integration.The fourth part mainly analyzes the existing problems from four aspects: the organization is not smooth,the water supply and drainage infrastructure construction is not perfect,the marketization degree of water price formation is not high,and the water investment and financing ability is weak.The fifth part of the domestic advanced provinces and cities of water integration management experience are described and used for reference,focusing on the experience of Hainan Province,Shenzhen City and Xi'an city.The sixth part puts forward the countermeasures and suggestions to optimize and enhance the integrated management of water affairs in Guizhou Province.It is considered that the integrated management of water affairs in Guizhou Province should be optimized from four aspects: establishing and improving the integrated mechanism of water administration system,implementing water enterprise group management,improving the management mechanism of water supply and drainage construction,improving the water price formation mechanism,and building a diversified investment and financing mechanism Improve the ability and level of integrated water management...
