Assessment Of Sustainable Utilization Of Water Resources For Hunan Province

With the increasing water crisis, the freshwater resource'svalue has been envisaged increasingly. Meanwhile, it is one ofcritical cells maintaining human being life system. It isessential for sustainable use of limited resource to achievesustainable social, economic and environmental development.Thus, based on the principle of sustainable development,aimed at the compound system of water resources of Hunanprovince, the paper evaluated the condition of water resourcesbetween 1990 and 2005 by the Comprehensive-Misty evaluationmethod, and combining the evaluation result with thedevelopment programming of macro economy of Hunan province, thepaper predicted the trend of the indicators of waterenvironment in 2010 and 2015 by the Neural Net method. Finally,according to the evaluation and the estimate result, the statusof sustainable water resources in Hunan province was deeplyanalyzed. The main conclusions are as following:(1) Totally, the development situation of the waterresources in Hunan province is well, the social-economicsub-system indicators steadily keep rising, the waterresources sub-system and the environment sub-system indicatorskeep rising in the motion, and also the Effectiveness indicatorsand the Freedom of action indicators of the compound systemsettled keep rising.(2) The proportion of the number of water used foragriculture,for industry,for life,for ecosystem environmentsis not suitable in Hunan which kept the number of theCoexistence indicators of the water resources sub-system in lowlevel. (3) The mineral of the soil erosion, the content of mineralin the river and lake, and drought made the indicators of theenvironment sub-system and Existence indicators of complexsystem lower.(4) The water environment sub-system in the future will be:the indicators of Existence and Effectiveness can keep at goodlevel and the indicators of Coexistence can also be raisedcontinuously. But the indicators of Freedom of action andSecurity will be still very low, and the indicators ofAdaptability changing as wave which means that the sensitiveperiod of environment system is coming.(5) Since 1999, the indicators of Existence of the complexsystem started to fluctuate a lot, and the indicators ofSecurity fell down. Until 2005, the development came on way.The Security and Existence of the complex system has been deeplyaffected by the utilization of water resources and economicdevelopment.Finally, this text discussed how to promote the level ofwater resources of Hunan province in the future, many availableand practicable suggestions and conclusions have been putforward.
