As a basic infrastructure, freeway has the characteristics of high pass capacity and high speed; it has been a major means of transportation and an important transportation channel which adapts to the development of modern industry configuration. At present, most of the provinces have developed intraprovincial freeway network toll collection system, with the improvement of the freeway networks, the circular construction is appearing, the path of the users could use is no longer unique. The calibration of the traffic flow on different types in each section of the freeway networks is increasingly arouses our concern.This paper firstly introduces the charges mode of the freeway. Then, this paper certifies the necessity of freeway charge, and states that the users should be charged according to mileages of the shortest path instead of the real path from the perspectives of economy and transportation. In the following part, elaborate the problem of the toll discharge and the determination of the toll rate based on the volume in the sections of the networks. With the implement of network charges and the increase of the circular constructions, the reasonable toll discharge among different owners of freeway has become more and more important in the charge and management of freeway. This paper proposes a method of discharge based on the flow of different vehicle types in the sections. With the increase of the vehicles in the freeway networks, there is a large gap of the vehicle flow in different sections; the rational toll rate enables the enhancement of the freeway overall efficiency. The vehicle flow in the network is an important factor in the determination of the toll rate.This paper puts forward two types of calibrating different vehicle types in the network. The first method takes each vehicle as the object, the vehicle identification stations are constructed in the key positions of the networks to determine the real path, and the flow in the network is got through accumulation. The other method takes no account of the real path of each vehicle, the arithmometer of vehicle-type identification are built in some sections to get the vehicle flow in the other sections in the network by computing.At last, this paper proposes a new mode of freeway operation: the freeway charge based on the shortest path and the toll discharge according to the vehicle flow of the sections.
