Highway as the road transportation infrastructure, the scale of development reflects thedepth of a national transportation modernization."Eleventh Five-Year" is an important periodfor the development of China’s highway network, during this period, our country’s highwaymileage almost reached4million kilometers total, the national highway mileage accumulatedabout700000km. Among them, the expressway mileage from41000kilometers at the end ofthe "Tenth Five-Year" the breakthrough development until the end of2012,96000kilometers,ranking the second place over the world, after the United States.At present, Chinese provinces have started to gradually implement networking tollcollection in order to improve the efficiency and service quality of highway. Due to theexpressway networking toll collection started late in our country, management and technologyis still not perfected, many problems remain to be solved, such as escape charges and cheatingbehavior happened frequently, it will cause huge economic losses for the highway businessunit. Not only that, the problems existing in the design specifications and standards ofnetworking toll collection also gradually revealed, this will affect the normal work ofnetworking toll collection.This article on the analysis of each related factors of freeway toll station, on the basis ofsuccessful experience at home and abroad for reference, and research methods, Referring tothe methods of conventional distribution and choosing location, Always implement the"human-oriented, on-demand set, technology feasible, economic and reasonable" the basicconcept of site planning of the expressway toll collection, combine the qualitative andquantitative method on discussed the layout of the toll collection site, through establish thesite layout planning of the expressway toll collection model, provides the theory basis for thesite layout, and discussed the related problems after the adjustment of the site. In this paper,the research content is as follows:(1) Introduces the successful experience of highway toll collection system, analyzed thestatus quo of our country’s toll collection system and operation condition after networking.(2) To study the layout of the site after interconnection freeways, establish a layoutmodel of toll station, and to conduct a feasibility assessment of each program, and providereference for decision-making for the related departments. And formulate evaluation indexsystem, comprehensive evaluation scheme of the layout of toll station.(3) Proposed the basis of the cost allocation of networking toll system, ensure that therevenue of each enterprises to participate in the construction of the highway is fairness,provide basic guarantee for the implementation of the expressway networking toll collection. (4) For the case of complex network after interconnection freeways, to analyze thedriving path of the vehicle, given comprehensive recommendations for the method of pathidentification, provide the basis for the driver’s route choice behavior.(5) Combined with actual example of jiangxi province highway, to verify the contentsof the paper.
