The transfer capability of the Power system has great influence on the security and reliability of the entire system. The uncertainties are enhanced under the electric power market environment. Faults such as line overload and node voltage off-limit can happen much easier. How to calculate the power transfer capability exactly and efficiently is put forward.The research background and development of the Available Transfer Capability of power system are studied in this paper. The concept and physical meanings of ATC and related terms are described in detail. The ATC is used to evaluate the extra transfer capability in the near future. According to the prediction time, the on-line and off-line methods are two different ways to calculate the ATC. The existing on-line methods based on deterministic models are studied. After comparing the methods, the method suitable to the on-line calculation is selected, according to the on-line practical application. The Sensitivity method based on DC power flow is designed here, and the model is built. The definition and calculation formula of several sensitivity factors are given in this paper, such as Power Transfer Distribution Factor, Line Outage Distribution Factor, Outage Transfer Distribution Factor, Generation Shift Distribution Factor and Generator Outage Distribution Factor. The calculation formulas of the ATC with no outage, with a single line outage and with a single generator outage are all derived in detail. The calculating program is given, and software is developed with C++ language on EMS system. A five bus system is used to test this method. The ATC with no outage and with a single line outage are obtained, so are the related power distribution factors. The research and development in this paper provides theory and technical basis to the practical application of the Available Transfer Capability of the Power System (ATC). At last, the entire work been done is summarized, and the prospect of the work will be done is given.
