10kV distribution network is most closely related to people’s production and life of the supply sector. It peovides high-quality electric power for medium and small-sized enterprises, business and resident customers, with characteristics of extensive covering, complex architecture, kinds of devices, etc. With rapid economic growth, the scale of 10 kV distribution network has an explosive increasing. For its stability and reliability, the power cable line has been widely used during the increasing. At the same time, fault repairing or maintenance outage for cable lines and associated equipments is time-consuming and complicated. However, requirements of excellent service and power distribution reliability by power customers are improving. This conflict is increasingly sharper. Therefore, the demand of developing non-outage operation for 10 kV cable lines is becoming more intense.Considering the fact and aspect of Shenyang Power Supply Company, this paper analyzed non-outage operation technologies of cable line at home and abroad. From the point of view of satisfying customers, safety producing and enhancing the reliability of power supply, it did a further research to the grid structure and running status of 10 kV cable line, analyzed the labour and material resource of doing non-outage work, classified work items by working space and working environment according to the basic theory and basic requirement of non-outage work on 10 kV cable line. Comprehensively analyzed and researched from technical mining, analysis and prevention of dangerous point, the construction elements analysis, human and material configuration, and ultimately realized the overall deployment of common problems, the project of the factors of production and the special problems of the detailed implementation of individual projects, and effectively achieve the promotion and application of safe, stable, sustainable project, to ensure the power quality, improve the power supply reliability of the fundamental purpose. Results of this study can provide theoretical reference for other fraternal units to carry out the relevant work projects.
