Intelligent Transportation System (ITS) is a method which uses control strategy on traffic flow to improve the traffic situation of the city in a simple, economical and effective way without increasing transport roads. In the past years, the popular traffic lights control method includes fixed time green wave and traffic flow respond control according to local traffic situation. But both methods have their shortcomings respectively. New intelligent control idea and mechanism is an effective way to solve this problem.Organic Computing is a new kind of self-organizing system, its characters helps it adapt to dynamic changes of environment and helps the system get self-configurative, self-managing, self-healing, self-adaptive capabilities. The necessary feature of the Organic system is to flexibly respond to the external environment. In emergency contingencies, the system can maintain themselves in the reasonable state under these controls.Through using the OC idea into the Intelligent Traffic Signal Control Systems, the Organic traffic signal control system is formed. This paper introduces the main control technology and the optimization method of the Intelligent Traffic System and traffic signal of urban crossover, and analyzes the research direction of traffic signal control technology in the future. An intelligent traffic signal control system based on organic computing is constructed on the detail description of the generic architecture of organic computing. Furthermore, the functionality of observer, controller, and other key components are studied and implemented. The structure, functionality and principle of components are detailed described. Finally, the simulate environment for testing the structure and functionality of the system is make out.
