Traffic is the lifeblood of economic activity in the city, and it plays an important role in the process of economic development as well as the improvement of human beings life level. Traffic problems become serious with the development of auto industry and improvement of level of urbanization. Under current traffic conditions, majority of intersections are small intersections and medium intersections. They are controlled by simple traffic signal controller with simple phase control process, which leads to low utilization rate of intersections resource. Besides, networking control and supervisory control are inadvisable with simple phase controls. Also maintainability of these semaphores can not be sure. The conclusion is that improvement of traffic signal controller with single control process is necessary. The improvement can be more adaptable, supply more complicated control programs, which can accommodate kinds of intersections and meet the needs of intelligent traffic commands. Based on the analysis of domestic and foreign developmental trend and demand, This paper borrow advanced program ideas at home and abroad, consider the practical needs of domestic traffic demand and finally developed a new type of intelligent traffic signal controller.This paper makes comparisons of function among current traffic signal controller firstly. Then it put forward a realization method of traffic signal controller based on ARM9, including detailed hardware design and software design. Then functional characteristics of intelligent traffic signal controller are described. Two critical problems are discussed. The first is the implementation of software and hardware of the core control module, and the second is external drive detection circuit of traffic signal controller. According to output control signals and feedback input test signal, the traffic signal controller can realize self-diagnosable function.In this paper, S3C2410A MCU of Samsung was chosed as main control chip. Software design, hardware design and reliability design based on S3C2410A MCU are raised. It adopted communication standard of Ethernet and RS485, contained RS232 serial port and realize the remote control and timing scheme update. The function characteristics contained covered range widely, implementation easily, control flexibility and so on. The design of main control chip adopted significant technologies, such as real time monitor, anti-jamming technique and lightning protection technology. They were of great use to improve the stability, anti-interference, intelligence and security of traffic signal controller. What's more, the traffic signal controller adopted fault auto-diagnostic technique of hardware and anti-interference of software, which make failure monitoring of MCU and its running conditions possible.This intelligent traffic signal controller supported point control as well as networking control. Also multi-time control, inductive control and other control methods were supported. It had adaptive control algorithm to make real-time control. So it made the control more convenient and more effective.Traffic signal controller is a kind of base installation belongs to traffic system. The achievement of its intelligent traffic control has a great significance of intelligent management system upgrade. It is also in favor of improving traffic order, increasing the capacity of existing facilities and reducing traffic accidents.
