With the rapid development of our economy, power systems have been increasingly playing an important role in giving a giant impetus to the economy and the social development, and strongly ensuring the economic development. However, once faults occur in large-scale power systems, in case of the failure to be promptly and effectively controlled, it may result in accident aggravation, network reliability destruction, blackout in large areas, and facilities damage, etc. , which will cause the immeasurable loss to the society. Therefore, since the emergence of power systems, experts and scholars in power systems, never stop exploring how to ensure the safety and reliable operation of power systems.With the rapid development of the microelectronic technology, relay protection technology has made great strides, for computer technology has been widely utilized in relay protection products, and relay protection technology and its facilities application level have been greatly improved. However, over years of experiences show that the correct action frequency of relay protection facilities is, to some great extent, dependent on the technical level and the professional commitment of the designing personnel, installation personnel, debugging personnel and operation maintenance personnel , in addition to facilities quality. According to the statistics of the 1990's, among incorrect action times of systematic relay protection with 220kV and over 220kV, 50% was caused by the personnel, which included over 30% by the operating personnel (responsible for relay protection and operation). Therefore, It is still important for the power industry to strengthen the technology supervision of relay protection , carry out the all-round process management , continuously improve the quality of relay protection personnel , and upgrade the relay protection technology and the management level of the facilities operation.To improve comprehensive quality of relay protection personnel, and fully ensure safety and reliable operation of power systems, the power authorization has issued the documents relating to rules, regulations, measures against accidents, etc. If all power systems strictly comply with the above rules, regulations, and measures against accidents, occurrence probability of power accidents will be greatly reduced. We must draw a profound lesson from some power accidents in particular, which has constantly reoccurred and consequently caused the serious loss to the national economy in spite of the measures taken against faults for many times.As a Chinese saying says, lessons one has learned from the past can guide one in the future. To reduce the occurrence probability of the power system accident, and the accidents caused by personnel action in particular, the personnel in charge of relay protection of power system should intensify their own sense of responsibility, strictly complying with regulations for designing, installation, debugging, acceptance, etc. , thus ensure, to the maximum, the stable and reliable operation of power systems.
