Modulation Domain is a signal plane domain consisting of frequency and time domains. Observing or analyzing a signal's frequency change as a function of time from modulation domain is a new research direction in measurement area. To analyze a signal in modulation domain, modulation domain analyzer is an effective tool. For this reason, modulation domain analyzer has been a must instrument for electronic engineers. So, designing some effective frequency measurement modules has a particular value for developing high-performance modulation domain analyzer.In this thesis,the principle of the measure system, the key techniques, the hardware structure of the system and the index of the system are introduced briefly. Based on the count technology in the frequency measurement, the techniques of synchronization counting,"ping-pong"counting, positive and negative time counting are applied. Based on part of the previous research results, the performance is further improved. Next, the modules of shapers, ECL module, and the parameters of the plus envelope measurement are detailed.The shaper module, which is the core module because three different frequency-bands are used, is applied to transform the test signals to the pulse signals that can be counted by the digital counters. The design process of low-frequency/high-frequency shaper and time shaper, the analysis of chips parameters, PCB designing, circuit debugging and measure results are detailed. All the shaper circuits are proved by the measurement of the follow-up circuit. The function of the ECL module, the analysis of counter chips, and the design of four channels counters are provided. In the measurement results of envelope parameters module, the definition of envelope parameters, the measurement principle, the core technology of the peak value holding, and the logic control module of CPLD are also investigated. Finally, error analysis and some measure results are provided.
