In order to resolve the contradiction between reliability arming in launch and the safety in handling transportation and storage, the theory of damper absorber is used in setback arming device and the dynamic model of setback liquid damper arming device is established according to the theory of fluid mechanics. The movements of the setback liquid damper arming device under rectangular pulse and triangle pluse are analyzed in detail. The calculation formulae of the maximal displacement response on two conditions are deduced.In order to provide a theoretical guidance for the design of fuze setback arming device, the effect factors on the displacement response of setback arming device were analysed. The analytical results indicated that with proper structure parameters this device could distinguish between launch environment and drop environment well. A setback liquid damper arming device is designed basically for 80 g launch overload environment of a rocket. The feasibility of this device is proved with ADAMS emluator. A setback liquid damper arming device is designed basically for 15 g launch overload environment of a missile.
