With the socio-economic development and the acceleration of the life and working pace , people are in greet growing need of fresh frozen foods. The China's cold chain logistics industry of fresh and frozen food processing industry is facing the unprecedented pressures and challenges. The problems of Cold-chain logistics and distribution have become the key goal of distributors to achieve profit maximization .This paper, based on the characteristics of traditional vehicle routing and a careful analysis of fresh perishable product line , builds the cost function of distribution and cold-chain logistics for urban vehicle routing model . In the research process, this paper has fully considered a variety of possible cost, specifically including fixed costs of fresh perishable products, transportation costs, cargo damage costs, cold-chain products in the distribution center logistics costs (mainly fixed costs of vehicles, increasing transportation costs with the mileage and distribution and energy consumption of the refrigeration equipment costs), as well as the penalty costs under the window for violating restrictions on property owners. Then, from the perspective of cold-chain logistics and distribution companies, it minimizes the sum of the cost of the above-mentioned objective cost function constructor. Consider the vehicle running time in the urban roads and the day temperature changes on time , it is going to arrive cold-chain logistics transportation for vehicle routing optimization model in accordance nature of the use of soft time window constraints on the objective function. Finally, the paper is verified by numerical analysis of cases of the model of rationality and effectiveness.
