The main task of water project construction organization design is based on the engineering of its natural, economic and social conditions in formulating a reasonable construction organization. South-to-North Water Transfer Project is an ongoing planning for the construction of the region to address the uneven distribution of water resources, optimizing resource allocation in large-scale inter-basin water transfer project. Its water channel is so long; the amount of earthwork is so great; and the amount of concrete pouring is so much. Meanwhile it is subjected to a number of natural conditions and socio-economic factors. So, to make a good construction organization design can be reasonably optimize use of resources, speed up the construction pace of the early realization of goal-pass the water.This paper mainly talked on the organization design of the eastern route of Lubei Small Canals of pipeline channel works which is an important component of the eastern route of the project. It can assured of the water transformation to the Shandong Lubei as well as realize the Hebei, Tianjin, the connection link between emergency water diversion. In this paper, the relevant state standard procedures, based on the actual construction of the works, the adoption of scientific and rational analysis, propose a channel earthworks, lining works and construction of cross-building program for further implementation of the project building a scientific basis.Research methods used in this paper are:to integrate theory with practical and technical and economic analysis of research methods. To integrate theory with practice that is applying theory to guide the design, but not limited to theory, because different projects have different construction conditions and building purposes, it must be integrated with the actual situation, according to local conditions. Recently, the current water conservancy project construction organization design in China, technical and economic analysis of construction is still an important part of organization design is also designed to serve the necessary means. Regardless of any program to meet the objectives of the project quality objectives and functions under the premise, often the most economical is the most reasonable.By the research of this project, we can provide a value reference and methods to other water sources for the future design and construction.
