Special Plan For The Implementation Of Emergency Shelters And Evaluation Studies

China is one of the worst natural disasters countries around the world since ancient times, floods, droughts, fires and earthquakes have continuing year after year, hurricane, freeze disaster, landslide and debris flow are also occurred which have caused huge losses to people's lives and property. All of these disasters have caused serious breakage, and also highlights the importance of comprehensive urban disaster prevention system. Sound urban emergency shelters are not only becomes one of the indicators of a city perfect infrastructure, but also an important element of comprehensive urban disaster prevention system. Emergency shelters Special plan are the design stage of emergency shelters, this phase of work is important to its construction in the near future. While project management would enhance the work efficiency, resource utilization and quality of emergency shelters special plan.We use theoretical analysis and case study methods to discuss this paper. First of all, explains the background of the project, purposes of emergency shelters special plan; and then literature review the status quo research of project management, planning project management, and emergency shelters special plan. Summed up the experiences of emergency shelters special plan. At the process of project initiation, use risk analysis method to carried out risk factors of emergency shelters special plan and propose the solutions; At the planning stage of project, use work breakdown structure to breakdown project and arrange task to team numbers;In the implementation phase, expounds the methods and tools of schedule, quality, change controlling;In the project closeout, list the contents of emergency shelters special plan which should be checked before acceptance and the achievement and documents that need to deliver; then using expert scoring method to evaluate the results of project. Finally, take Shenzhen emergency shelter special plan as a case to further elaborate the project management applications of emergency shelter specific plans.In this paper, we research the implementation of emergency shelter at the point of project management, take a comprehensive and integrated analysis to its whole process, and divide it into four phases: initiation, planning, implementation and closeout, reveal the management processes and characteristics of emergency shelters special planning. The results show that using processes and control methods of project management can improve work and resources efficiency of the emergency shelters special planning, and avoids deviation of planning objectives.
