Energy resources are important material base—the base of survival and development of human society,and the base of our building a moderately prosperous society and promoting the socialist modernization.It is the inevitable requirement that implementing the concept of scientific development and taking a new road of industrialization to adhere to the basic state policy of conserving resources,accelerate the construction of resource-saving and environment-friendly society,and promote the harmonious development of economic,population,resources and environment.“Two type one” and “two-three new” is the work line of State Grid Corporation in recent years.The new work line put forward new demands for the transformation substation.The connotation of “two-three new” include resource-saving and environment-friendly,new technologies,new materials,and new technology.Existing substations have losed large energy in the electricity transportation,which is not conducive to saving resources.Therefore,the transformation of substation becomes the main task of grid construction projects.As the development of China’s society and economic,the existing substation has been unable to meet the requirements of the growing power load.In recent years,Gaobeidian electricity consumption and load maintained a rapid growth rate,where the total electricity consumption increased from 470 million kwh in 2005 to 1.294 billion kwh in 2013,and the average annual growth rate of 13.5 %;The whole society electricity load growth increased from 98.5MW in 2005 to 273 MW in 2013,with an average annual growth rate of 13.6%.However,the existing substation can’t satisfy the growing demand.Therefore,there is a certain necessity to implement reform cut substation project.This paper designed the plan of 220 kV Substation cut and improvement project,built a scientific and reasonable evaluation index system undering fully considering the characteristics of the project,used the Gray Analytic Hierarchy Process(GAHP)and successful degree analysis respectively analysed and evaluated the subjective and objective indicators.The paper was mainly divided into four parts.Firstly,this paper summarized the status and deficiencies of the prior studies,elaborated the theory of cut and improvement project implementation and performance evaluation,and confirmed the applicable evaluation method — combination of Success Degree Evaluation Method and Gray AHP through analyzing the advantages and disadvantages of various methods.Secondly,the article described the plan designing and implementation of the program,provided the foundation for the implementation results evaluation.Thirdly,this paper conducted a suitable evaluation system for the project,from four aspects—project management processes,technical effects,financial benefits and social environmental benefits.Combined with the implementation of the project,this paper evaluated the contents from these four aspects,evaluateed the subjective index by using GAHP,and directly evaluated objective index by using success degree evaluation method.The comprehensive evaluation result was "fine" which is basically consistent with the actual implementation of the project.Finally,the author found these problems: the feasibility study didn’t get enough attention,there are defects in the project management system,and financial efficiency is low.According to the problems found in the evaluation process,the paper put forward corresponding improving suggestions — improve the adequacy and rigor of the feasibility study,establish a sound mechanism for project management,control project investment costs,and improve the financial benefits of the project.This paper can provide some reference for the implementation and evaluation of similar projects.
