With the continuous development of the national economy and the continuous improvement of urban load densities,the power loss of urban medium voltage distribution network is also gradually increasing. Finding a way to reduce the power loss during transmission more effectively is not just the problem to be solved during the operation of power grid, but also the problem need to be considered in the grid network programming. Energy loss reduction has become one of the main objectives of city network programming.This paper conduct a in-depth study of urban distribution network programming method at the points of distribution network voltage level,capacity determination and addressing of substation and grid network structure for the purpose of energy loss reduction. Firstly, this paper uses 20kV voltage level to replace the 10kV voltage level and make a theoretical analysis economically and technically of this replacement. Then a model for the purpose of energy loss reduction of urban medium voltage distribution network programming at the points of capacity determination and addressing of substation and transmission line routing has been established. Improved PSO algorithm is used to solve the model and the corresponding calculation program has been compiled. Finally, this paper chooses an example of medium voltage distribution network programming of one high-tech park in Shanghai Pudong new area in 2015, using programming method achieved to network programming at the 10kV voltage level and 20kV voltage level. Appropriate calculation and analysis demonstrate the validity of this study.
