This article baces on Three North area still with the serious sandstorm harm and the soil erosion question, needs to be clear about Three North shelter belt project after completed the first stage construction. Its shielding effect displays any degree, so that there is the necessity to make the dynamic monitor appraisal to its soil erosion situation, then take its formulation corresponding countermeasure.This research is supported by the remote sensing and the GIS technology, make use of RUSLE model to assess the soil erosion quantity and the soil erosion intensity in Three North area from 1980 to 2000, and the soil erosion spatial distribution characteristic has been analysed with the dynamic change to Three North area from 1980 to 2000. And the massive experiments have been done with each corroded factor computational process, obtain the research main conclusion as follows:(1) From the effect of each corroded factors on soil erosion, the most serious erosion region is happened between 300 mm and 400mm rainfall amount region, the soil region of the lowest of the clay content and the organic carbon content, the bigger than 35 degree slope belt, the region of land type covered by grass, the coverage region from 15 percent to 30 percent vegetation degree.(2) From the spatial distribution, the erosion intensity in south of the research area must be bigger than the erosion intensity in north of the research area in 1980, the most serious of the erosion intensity was the North Rocky Mountain area, the Loess Highland.In 2000 the most serious of erosion intensity was the south of the Loess Highlands, the Tianshan mountain range and Kunlun Mountain region.(3) From the soil erosion district angle, the northwest Loess Highland area is the highest average erosion modulus in 1980 and 2000, the biggest dropped erosion area from 1980 to 2000 was the North Rocky Mountain area, next to the Northwest Loess Highland area,then the Northeast Black Earth area.(4) From the soil erosion intensity change tendency result, the staining grade invariable region area is the biggest, the erosion change area for the better region is higher than the worse obviously region, showed the government measure of the research area was remarkable. (5) The determination of the key government countermeasure is the important basis of the control section on policy-making, regarding the soil erosion government of the entire region is very important.
