This paper heads for a solution of problem of over-residue of pesticides resulting from improper utilization of plant protection products. It is known that over-residue is becoming a restrainer for exportation of farm products from Chinese mainland. In present study both technical measures and managing strategies were adopted to mitigate pesticide residue level on tea plant product. These measures and strategies includes development of infesting forecast system, employment of new pesticides, and so on...1. According to the emergence on tea plant, methods and criteria for investigating and forecasting of seven genera of critical pest species, including the leafhopper (Empoasca sp.) had been formulatedg. The accuracy of short-term prediction rose from below 80% to over 90%. Iin the demonstrative bases the accuracy of short-term prediction reached 95%. The criterion for spiny white fly (Aleurocanthus spiniferus), Acaphylla theae, and Lopholeucaspis joponica is first reported in China.2. To combine agricultural management with microbial pesticides plant-original pesticides, and pest-killing frequency-lamps, the total application rate of chemical pesticides was reduced in tea plant garden. The application of biologic pesticide, such as BT, (Lvlang?) and oxymatrine, in an area of 8666.7 ha and the utilization of the pest-killing frenquency-lamps in an area of 400 ha confirmed the goodness of IPM on tea plant.3. Time depending residue fluctuation of commonly used chemical pesticides in the tea plant products in Zhejiang province was researched. Imidacloprid was fistly reported in China. According to the national issued demands for safety quality, we set up a counter to sell special insecticides for the pollution-free tea cultivation. We also established an archives to record the name of pesticide to be used and implemented a "four unifications" strategy for pest management. Therefore the residuesof pesticide was strictly controlled from the very beginning. Along with publishing of a book, namely "Techniques for pollution-free tea cultivation" and a set of the colorful pictures, namely "Harmless control procedures for critical pests and diseases of tea plant", and accompanied by an offering of the technical training, application of the techniques extended and the safety level of tea plant products were upgraded.4. The technique was popularized by a series of case^demonstrations. Up to 2004, 435 bases were founded. The area was up to 16,300 ha. The post-productive inspection was combined with the intra-base inspection which was performed by producer themselves. The check-up frequency was increasing year by year, with an increase from 101 times in 2001 to 341 times in 2004. Sanitary quality of the product was improved year by year in the whole province, while within the bases quality of the product met the national standard by 100%. Furthermore, a checking result of 340 butches of green tea from Jingshan Town showed a total fitness of EU standard.5. By popularizing, the implementary area reached 212,126ha. Frequency of pesticide usage was reduced by 2.25 tims. Ecological condition of tea garden was improved. Other achievements including a totally saving of 57 million yuans, an avoidance of yield loss of 1815,000 kilogrammes, an increase of net earning of, 405 million yuans, and a gain of economical interest of 462 million yuans.The quality of tea product was improved entirely in the implementary area. The tea product from base could been exported successfully. Economical, social, and ecological benefit was remarkable.
