Arid Regions On Strategic Environmental Assessment

Recent years, in China's dry area, there has turned out a various ecological crisis, for example, the underground water decreased dramatically, the great amount of number plants have withered. So how to realize the harmonious development of economy, society and environment in the western exploring and how to use sustainable development strategy to guide the construction in western China have attracted great attention. But how to realize it is still a problem which hasn't been solved in practice. As SEA is conducted at the early stage of decision, it is before not after the decision, it is related with one type or all the projects in one area, it is assure plenty of substitute plan, it is considering the accumulated influence, it is assure the comprehensive participation of public, so the SEA is an effective tool to boost the sustainable development.After reviewing the content of SEA, this thesis takes Etuokeqi as an case study. It probes into the confirming of the strategic subject, the filtrating of assessing principles and assessing factors, the technique way and method and the assessment result. This thesis puts forward to rely on the scientific assessment and moderate ecological environmental policies, so as to provide guarantee for the policy, programme and plan. This thesis also gives corresponding suggestions for the SEA in the dry area.Based on the analysis and compare research on the SEA result in existence, this thesis combined with the sustainable development theory, deeply researches and discusses on the capacity of Etuokeqi, water resource service function and transform structure, the calculate method of ecosystem service value and the SEA of Etuokeqi. And finally provides ways and suggestions to environment father and ecological renovation. Not only find a new way for SEA, but also advanced the healthy of ecosystem function in dry area.
