To improve disaster prediction precision by using information technology,it is under the circumstances that establishing a management information system for agriculture pests.Now rice planthopper disasters take place frequently and the loss on rice is growing year by year.Hubei province is the main food supplies areas in our country,and rice is the most important corps of Hubei province.There are many problems in treatment and prediction of rice planthopper,so it is very important that information management and prediction of rice planthopper.Rice planthopper online real-time information system was designed and developed, based on the demands of information management of rice planthopper and the principle of software engineering.According to information management and prediction of rice planthopper in Hubei province,rice planthopper online real-time information system was developed with perfceter functions,better interfaces and lower cost in a short period.The main results are listed as the following:1.Dynamic monitoring of planthoopers can be achieved in the system,and data can be recorded and delivered on the internet.Plants protection workers record data on the internet,and the data is delivered at the same time.2.Historical data can be inquired in the system.When internet database was established,inquired program was designed.Then after inputting necessary conditions, operators can search for desired information and print with desired report form.3.Statistic report forms of current data can be achieved.Report forms of data in all places would be achieved automatically,Then operators in the the higher level departments know about occurrence of rice planthopper by the report forms.4.Exchange and share data of different departments by the system.Now dynamic monitoring data of rice planthopper are generally from lower-level units to a higher-level department,reports of pests is generally exchanged at the same level units.As it is a long time from investigating occurrence of pests to writing a report,so it is very difficult that the same level units know about desired information.After database was established, the operators can easily understand the situation.5.Occurrence's degree of rice planthopper can be reported visually.As long as operators connect internet,they can know about real-time information.Otherwise, operators can easily understand the situation by data forms,such as picture of rice planthopper,occurrence's degree of pests,IPM and agrochemical species.6.The system can provide 24-hour uninterrupted service.Information of rice planthopper by online real-time information system can remain a long time on the page, Internet users can query at any time.Therefore,system can greatly facilitate the various users,meet the needs of different users and expand the scope of services.7.Good expansibility.In order to providing better service to operators,system designed information database,all pests and diseases in Hubei province were included.In addition,operators with permission can add,delete etc.if it is been added in database,all management operations can be obtained.8.Advisory Network.Real-time information system opened up some modules,such as a public forum,if the user has some advice or question,he can ask it through this interface,and experts can respond in a targeted manner.9.Achieve the short,medium and long-term forecast of rice planthopper.Real-time system and statistical software SAS8.1 were connected for prediction,and the forecast were high precision.The forecast is not only important to field production,but also provide for the relevant departments a scientific basis for decision-making.
