The development of modern politics is on the basis of the broad citizen participation in political life as the main features. the Issue of Citizen participation is an important aspect of modern democratic and political development. The level of participation is an important symbol that measures the degree of democratic progress. political orderly participation of citizens is the highest form of political participation of citizens.Orderly political participation of citizens is that the citizens who recognize the present political systems, the citizen attend various activities in order to promote positive interaction of the relationship between state and society ,and improve the governance of public affairs capabilities and achievement, including kinds of interest articulation and the Action of interest prtocting, which has the key difference from the disorder-political participation.
