An Analysis Of The Socialist Mode Of Socialism In China 's Political Development

As one of the important democratic theories emerging in western political circles of the late 20th century, deliberative democracy emphasizes that:under the realistic background of the social plurality, this governance mode promotes citizen’s political participation through mutual consultation mechanism directly and orderly among the various political forces, so as to realize a consensus of decision-making and legislative processes. Based on the theoretical comparison of China-West deliberative democracy, this paper explores the connotation of the socialist deliberative democracy governance combining with the characteristics of democratization process in developing countries. Huntington pointed out that in order to avoid turmoil in the modernization process of developing countries, we should pay attention to two significant index— political stability and political democracy——to measure the political development process of one country.Therefore, the aim of socialist deliberative democracy is to ensure the full realization of the people’s democratic rights and to enhance a more scientific and democratic decision-making process by promoting people’s participation in public affairs widely and orderly. Through promoting the construction of socialist democracy with Chinese characteristics orderly and effectively, we should finally address the problems of development and stability in the social transformation period. Through analyzing the development path of China’s socialist deliberative democracy governance as well as its periodic characteristics, this paper focuses on the exploration of three functions of China’s socialist deliberative democracy in the process of political development:civil society inoculation function, national governance optimization function and governmental good governance supervision function. Finally, confronted with increasingly diversified social situation with plural interest pursuits, this paper discusses through which path to enhance the governance capability of socialist deliberative democracy to overcome various realistic social problems. Here we should especially promote the practice ability, organizational capacity and institutional capacity building of socialist deliberative democracy mode, in order to foster the full range of democratic governance construction in China’s political development process.
