A Study On The Ordering Of Political Participation

Political participation is an important measurement of the development of politicalcivilization in modern countries. It should be given attention that how well politicalparticipation can positively push forward democracy is depended on developmentalstage and many influences as such.“Ordering” is a specific requirement that China hasto popularize political participation. In the time of economic globalization and thetransformation of Chinese society, the Chinese Communist Party has proposed astrategic proposition on how political development can meet the many requirements ofsocial development and how to satisfy different social classes’ needs of politicalparticipation. The proposition of “Adhere to that all of the nation’s power belong to thepeople. Promote citizen’s orderly political participation at different levels and indifferent fields.” has pointed a bright way for the development of Chinese democraticsystem.Scholars have given different explanations as to how to understand “participate inpolitics orderly”. To sum up the thoughts of different minds, the explanations includecontents from two aspects. First, based on studies of current participation system, somescholars interpret orderly participation as to participate legally and rationally. Second,from the stability of social order’s point of view, some scholars see orderly participationas a procedural requirement for the development. Besides the legal and procedural parts,ordering also characterizes as the continuity and predictability of participating behaviors.The goal of this essay is to discover and analyze the intension of political participationand ordering based on the studies of requirements for modern democracy constructionand characteristics of political participation and development.This essay contains that chapter besides the preface: The first chapter is set in theage background that political participation and ordering are proposed. On the basis ofinduction of the political participation concepts and analytic targets, the first chapterputs forward the intension of political participation at two levels. According to thestudies of practical situation of Chinese political participation, also in the same chapterprovides analysis of causes and effects of the development of disorder participation in China, from which draws the feasibility and inevitability of China’s choice of politicalparticipation and ordering. Based on the definition of orderly participation in previoustext, the four sections in chapter two respectively elaborate in details the four criteriondimension of participation ordering, which are routinization, rationalization, legalization,and moderation. With the elaboration of each criterion dimension, basic characteristicsof orderly political participation are presented. To assure the operation of politicalparticipation, chapter three mainly states the fours conditions to realize politicalparticipation an ordering. The four conditions are so closely interrelated that none oneof the four conditions can be neglected. In general, these conditions include: healthyinterests expression mechanism, economic development with the concentration ofcommon prosperity, the self-perfection of social organization, participating politicalculture and civil awareness.
