Rural vulnerable groups is the people who lack of economic income, development opportunities, social status, maintain rights and competition ability in western undeveloped region. Comparing with other groups in the same environment, they cannot enjoy the modern material, spiritual, political and social civilizations. It needs exploring various ways for protection.The combined action of economy, politics, society, culture, education and personal reasons lead to the being of rural vulnerable groups in western undeveloped region. According to the classical writers' thought about vulnerable groups and two principles of justice from John Bordley Rawls, we take measures for rural vulnerable groups in western undeveloped region, and have obtained some achievements. However, we disregard the human rights,and lack of human legal protection system and measures,so margin status and threat to political stability and social integration is not entirely eliminate.Therefore, we should offset the legislative loopholes, and modify legislative defect, and design supporting measures.This is an ideal paradigm for solving this problem. This paradigm is a dynamic flexible protection mechanism. Meanwhile, building the complete legal protection system is the most important, the new medical security system and professional education system for Rural vulnerable groups in western undeveloped region is supplementary section.
