According to the theories of Industrial Economics and Regional Economics, regional economy will process the stages of start-up, development, prosperity and recession, with the evolution of main industry life circle. Only the transition of main industries can fulfill the continuous prosperity of regional economy. As undeveloped region, the West has laggard area, stagnant area and slack area, as well as undeveloped industries such as agriculture and energy industry, to be reformed. Various strategy groups, such as superseding, upgrading and extending of industries, should be applied according to different regions and estates, with the local government to be the operator and central government to be the supporter. Thus the undeveloped regions of the West can fulfill the sustainable development and strongly support the Grand Scale Development of the West.The thesis begins with the definition and theoretical research of western industry transition, analyzes the strengths and weaknesses of environment and industries of the West, woks out various strategy groups of typical industries in deferent regions of the West, by means of learning from the practice of industrial transformation abroad, and finally suggests the policies of government to secure the performance of strategy groups.
