The Legitimate Interests Of Rural Social Vulnerable Groups In Our Country At Present Stage Demands Meet The Way

Our country is going through social transformation at present. The whole society goes forward in a rapid pace, and accordingly people’s freedom expands greatly. However, those vulnerable groups in rural area who have made great sacrifices for the Reformation have to live at the bottom of society. Confined by the rural residence registration and unreasonable social systems, they can’t enjoy the freedom caused by social development in these areas such as economical condition, political participation, social opportunity as well as social welfare which should be enjoyed by every citizen equally. Under this circumstance of social transformation, interest differentiation and redifferentiation, interest of these vulnerable groups in rural area is always being neglected and hurt. Their interest demand is quite strong and urgent. But there exist a lot flaws in the present appeal system for these vulnerable groups, which leads those groups of people to use other illegal ways to demand their interest. At the present stage, many of the colony affairs and incidents result from the inefficiency of the appeal systems, and those behaviors directly affect the running of society in a harmonious way. Therefore, how to solve the problem of the appeal systems efficiently, to set up effective and efficient appeal systems for those rural vulnerable groups, to raise their satisfactory degree about the interest demand have been the key issues in our country. This paper aims at seeking for methods to satisfy the legal demands of interest for those groups on the basis of discovering various problems existing in this process and analyzing their reasons in detail.There are four parts in this paper as follows:Chapter one Introduction. This part describes the research background, relevant research findings of scholars and experts, meanings of this research, and methods to do this research.Chapter two Definition and analysis of the basic concept. At first, define the meaning of vulnerable groups and vulnerable groups in rural area, and summarize their features and formation. Then explain the meaning of interest appeal systems and describe function and formation of the interest appeal system.Finaly discusses that the judgment criterion of whether the appeal behavior is legal or not and meaning of legal interest appeal demand.Chapter three The present main obstacles in satisfying the demands of rural vulnerable groups, the passive influence and the reasons. This paper deeply analyzes the problems in the expression, reception and implement of the appeal system in factual practice, the passive influence that the system brings to rural weaker class and social development, and then try to find out reasons of the problem from the perspective of economy, politics and culture.Chapter four Methods to satisfy their legal appeal demand.On the basic of the previous four chapters, this paper explores methods to satisfy their legal appeal demands, propose to raise rural weaker class’s ability to appeal for their interest, by unchoking the expression channel of appeal system, strengthening the institutionalization, and perfecting its legislation to complete the expression, reception and realization system. Then a better rural interest appeal demand can be built to protect the weak’s legal interest, to coordinate social interest relationship, to detente social interest conflict and to achieve the aim of the harmonious and steady development of our society.Chapter five ConclusionThis paper holds that the task to satisfy the weak’s needs is tough one which needs all to work together, to coordinate actively and to combine orderly.
