A Comparative Research On The Development Of Modern Sino-us Public Administration

China's Public Administration was recovered and reconstructed in the late 70s early 80s, 20th century along with the recovery and reconstruction of Politics, and its academic resources which are mainly from Europe and the United States overseas are imported goods packaged by new concepts and new theories. For 20 years, China's administrative theory has been in"introduction, digestion, absorption"phase, never met"innovation, reconstruction"height. A considerable part of Administrative scholars have played roles of"importers"of western administrative theories and"unconscious thinkers". The domestic theoretical circles is in the"aphasia"state, nevertheless the particularity of China's national conditions makes the use western administrative theory in China appear inverted background problem. In view of this, this paper attempts to compare the development of modern Sino-US Public Administration, analyze the various features presented in the development, sum up experience and learn lessons, make some targeted suggestions for the current development of China's Public Administration.This paper firstly introduces some concepts and views that the current scholars are debating on. As for the views that the academic is debating on, the author, grounding on the objective research, will rather support a particular point of view, or put forward a new view to pave the way for the proceedings of the later paper. Secondly,the author introduces the development condition of the two country's Public Administration mainly from four aspects: Public Administration books published by the two countries, the development of Administration in Universities, the establishment of public administration institutions and the localization process of Public Administration, and moreover, analyze the different features that presented from the development of the two country's Public Administration from four aspects: main body of the academic research, research content, research method and Public Administration schools. Thirdly, the author explains the reasons that why the modern Sino-US Public Administration developed to different levels and shows so many different features from economic development level, political situation, traditional philosophy and the relationship between Public Administration and its related subjects. Finally, this paper located in the enlightenment that the development of modern Sino-US Public Administration can give to the China's current Public Administration, guided by historical facts, pointed the questions that existed in the current development of Public Administration, and put forward some solutions to the existing questions.
