Implementing the humanistic view of administration is the most keyly and most decisive part of implementing the humanistic view of scientific development and reform. This is because the public administration plays a large role in the modern social activitities,such as leading, controling and propagating, etc. On how to understand the society, especially political society, and on how to understand their status and help the society to set up their social values, the public administration has a decisive influence.Since reform and opening-up, the administration management system of China has been improving all the time . At present, Chinese Government is carrying on the fifth reform , the guiding principle of the reform are being changed from regarding market economy as the coordinate simply to instructing government's reform with thought of humanism. This is a deep thoroughly change. Deng Xiaoping has said , the reform of government organization in China is a revolution,which can find out the change is deep. However, building the humanistic modern government, and only staying in the general slogan that is not enough, The more important thing is to implement in the concrete policies ' measures and administration's practice. This paper aims to study combination of the theory and realistic problem. On the basis of analysing rational humanism and the modern public administration, analysing the depth of modern public administration, and analysing loss phenomenon, influences and the origin of humanistic value of public administration of our country investigating and analysing the great significance of the treatment and cure of public administration practically, attempting to find the breakthrough point and growing point while solving the problems between the theory of modern public administration and social reality, This breakthrough point and growing point are theories-constracting and practise of humanistic value. The paper's final goal and solved key problem are to establish a view of humanistic value of reform and development of administration further, puts forward the existing problem of realizing humanistic modern public administration in our country, seeks formulation way and path of achieving humanistic government in our country.
