AIDS has become the significant public healthy question and social question all over the world. The governmental organization and guidance is fundamental guarantee of doing the work of prevention and cure of AIDS well in China. When the Chinese government takes part in AIDS prevention and control, many practical problems make the government intervention difficult. By using neo-institutional economic theories, the research aims at analyzing and investigating the predicaments in government invention, finding out deep-rooted reasons, and then putting forward some constructive advice based on them.First of all, market failure in AIDS prevention and control is the necessary condition. it is found that several market failures exists, which are externalities of high-risk behaviors control, information asymmetries and the problem of "free-riding" in public environment creation. Therefore, government must take part in AIDS prevention and control. Secondly, it is found that there are some execution difficulty in AIDS prevention and control, although Chinese government has made good effort and gets some success. Chinese government faces the below difficulties:time lag difficulty of public policies, difficulty of public decisions making and executing, and the moral challenge in high-risk behaviors intervention. Finally, focusing on the practice problems and intervention difficulties of government. Intervention in AIDS prevention and control. The paper promotes the counter measures:the AIDS prevention and the planned parenthood service combine, a proper counterpart support mode for our country and the superiorities of non-government organization's participation in the AIDS prevention and control to build interference of society.
